Globalisation and Nation State (Notes from Zaki Laidi's conference on May 3rd 2001)

With the end of the Cold War, the issue of the New World Order (NWO) and the obsolescence of the Nation-state (NS) has prevailed in the international debate. The rising feature in international politics is global governance, which has come to be the core issue. The failure of the NWO is due in part to the fact that the NS as a basic unitiy is no longer viable. The attempts to reform world order are extremely limited. The international economic institutions hold a lot of power, but there is a widespread reluctance to give them a political dimension.

What does the concept of Global Governance bring to the debate?
- Impossibility of organizing the world on an interstate system.
- The interaction among actors is based on transactional models. Interaction occurs on a triangled basis: Public, private and civil sector.

The ideology of the end. All is new. End of History, of Geography...However, NS are still very important.

The challenge is to focus on the way the NSs are entangled with the new actors, not to invent a new paradigm, but to watch old dynamics and new dynamics interact.
To implement choices made on the global level, we need to rely on the state. There is no better guarantee por such an implementation. The new dimension of global politics does not contradict the old dimension of international politics. The NSs still regard themselves as actores and they continue to act in consecuence.

The question of the legitimacy of the state in the process of globalisation: At the end of the day, states carry legitimacy that comes from popular election. NGO's are not as legitimate. Who gave them power? Suffrage is no longer the only source of legitimacy. Today, legitimacy is constructed by the actions of the actors.¨They are legitimate to the extent the so called legitimate actors give them the power to exert influence on them.
